Drive belt noise

Woo....woo....woo....woo....etc. Can hear it at low speed, on the overun mainly. The belt has a tight spot so is difficult to set up. The bike also has a Hagon shock that lifts the bike an inch or so higher, so checking as per the book (on it's side stand) is a bit hit and miss as the belt will be naturally slacker anyway. On it's stand I've set it up so the tight spot is about at the top of the tolerance (9/16"). The slack spot is well.......slacker than that.
The noise is worse two up, as the seat height moves towards/onto the tightest point where the front pulley/swingarm pivot/rear axle are more in alignment.
Anyway, is the consensus that its too tight, or slack overall? Not discernible with just the rider.
