Frame worries 2

Been digging deeper and back to being concerned. The AMF/HD... number shown in the photo isnt actually a VIN number at all but a series number and the OM stands for Homologation as found here http://main.aermacchi-world.de/motorbikes/vehicle-identification-2/vehicle-identification, and the actual vin number is usually on a foil sticker on the headstock as per the second photo.
Now the previous owner has powder coated anything that didn't move and i guess this foil sticker is under 1mm of powder coat, and anything strong enough to remove powder coat will remove the paint on the foil sticker. Bugger!!
Does anyone know how you get a replacement VIN for a vehicle as i really don't want a Q plate or fail to get it registered at all.
Any help gratefully received. I am working with my local Harley dealership, Sycamore in Uppingham who are being very supportive.
