Brake chatter

[STS 95]

I have a 96 Road King with standard Harley calipers and front twin disc set up. Is it normal for them to rattle and chatter until you actually apply the brakes. If it is not normal then what is the problem or solution ?

They wear in the pins over time also have the pads been changed recently and the spring clip not seated properly that would do it also have the discs been replaced with floating ? As this was a favoured mod back then and the bobbins wear causing the outer of the disc to rattle easy to test let bike tick over on side stand listen to rattle then apply front brake if it stops the rattle switch of then wiggle disc by hand to verify bobbin wear if movement excessive and wiggling em makes em rattle time to replace
