It might be a really awesome original bike, I don't know enough to tell, but wouldn't you think that if you were going to see just ONE photo of that bike in an eBay listing, it would depict ''47ELXX'' or whatever on the cases?
And the bike's been in the UK for almost 30 years and it's had a Truett & Osborn (note spelling) bottom end rebuild but it has not been run in? When was the rebuild? Did someone send the motor all the way to Kansas, all that damn money, for T&O to do their thing but never even bothered to run it in?? Last year? 5yr ago? Yikes, even before 1990 import? Buyer be cautious.....

Maybe they are trying to avoid it getting nicked and used as a scrambler on the local estate?
